Cuban Regime Allegedly Aiding Cartel de los Soles and Maduro with Intelligence on U.S. Naval Movements in the Caribbean

The Cuban regime is reportedly providing intelligence information to the Cartel of the Suns and Nicolás Maduro’s regime about the movements of the US fleet deployed in international waters of the Caribbean Sea off the coast of Venezuela. This deployment was ordered by President Donald Trump to combat narcoterrorism operations.

The so-called “Independence Plan 200 ‘Permanent Active Resistance and Offense’” was ordered on September 11 by Maduro to the Bolivarian National Armed Forces (FANB), Combatant Bodies of the militia, and the Bolivarian National Militia, to mobilize across “284 battle fronts” supposedly aimed at defending and ensuring “Venezuelan independence and peace.”

However, the true goal of this military mobilization is nothing other than the protection and security reinforcement for political and military members of the Cartel of the Suns and the dictatorship’s upper brass.

Additionally, the “Independence Plan 200” includes the deconcentration of military units, which entails relocating personnel and equipment from the Ministry of Defense, Ceofan, and general commands to other locations in the State of Miranda.

Moreover, tactical units are being transformed into Rapid Reaction Units (URRAs), which are about the size of a standard army or National Guard company, designed due to the lack of personnel to form a complete division or combat brigades.

Chavista rhetoric speaks of units for territorial defense, regarded as a “brilliant idea” by Maduro, arising from the unification of all special forces—military, police, and the Bolivarian Militia. In reality, they only aim to deconcentrate and deploy, as already noted.

Early on Thursday, September 11, Nicolás Maduro described in a video shared on social media and state media the mobilization of troops. He spoke of a supposed strengthening of the national defensive system and referenced the combatant bodies of the militia and the Bolivarian National Militia, deployed to achieve immediate objectives at 284 strategic points.

These points are labeled as battle fronts for “Venezuelan independence and peace.” Maduro appeals— in a desperate gesture— to unite the country in what he categorizes as a perfect popular, military, and police fusion.

The reality is that such actions and the public announcement by the regime’s Defense Minister and one of the leaders of the Cartel of the Suns, Vladimir Padrino López, about the maneuver having a supposed deterrent purpose, are being closely monitored through modern sensor and observation systems.
