VOX Accuses EU of Neglecting Terrorism Ties in Call to Classify Venezuela’s ‘Cartel de los Soles’ as Terrorist Organization

VOX urges the EU to add the “Cartel de the Suns” to the list of terrorist organizations

The VOX parliamentary group presented a Non-Legislative Proposal (PNL) in the Congress of Deputies with two significant objectives: to have the European Union include the “Cartel of the Suns” on its list of terrorist organizations and to activate the democratic clause of the Political Dialogue and Cooperation Agreement with Cuba, due to Havana’s political and operational support for Nicolás Maduro’s government in Venezuela.

A Venezuelan cartel with transnational reach

In its presentation, VOX describes the “Cartel of the Suns” as a transnational criminal organization stemming from the Venezuelan state structures, dedicated to drug trafficking, human trafficking, extortion, kidnappings, forced disappearances, and selective murders. According to the document, these activities fit within the EU Council’s definition of terrorism (Common Position of December 27, 2001).

Inclusion in the European list would mean the freezing of funds, financial assets, and economic resources, and would prohibit the provision of financial services to any structure linked to the cartel.

The document highlights that the United States has already designated the “Cartel of the Suns” as a terrorist organization and offers a $50 million reward for information leading to Nicolás Maduro’s arrest. It also notes that Latin American governments, like Ecuador and Paraguay, have sought its recognition as a terrorist group.

Direct ties to Maduro’s regime

The PNL asserts that the “Cartel of the Suns” is led by Nicolás Maduro Moros and high-ranking officials from his regime, who provide material support to foreign criminal organizations like the Tren de Aragua and the Sinaloa cartel, threatening the peace and security of the region.

Accusations against Cuba: violation of the Political Dialogue Agreement

In its second point, VOX accuses the Cuban regime of sustaining and protecting the “cartel’s chief,” Nicolás Maduro. In its view, this political and operational support is “absolutely incompatible” with the democratic principles and human rights outlined in the Political Dialogue and Cooperation Agreement between the EU and Cuba.

The party calls for the activation of the democratic clause of the agreement, considered an essential element, to sanction Havana for its support of the Venezuelan government.

Concrete proposals

The Non-Legislative Proposal specifically requests the Congress:

To promote in the European Union the inclusion of the “Cartel of the Suns” in the list of terrorist organizations in the next review.

To push for the activation of the democratic clause foreseen in the Political Dialogue and Cooperation Agreement with Cuba, given the political and operational support that this regime provides to Nicolás Maduro.

The initiative is signed by the spokesperson for GPVOX, María José Rodríguez de Millán Parro, and deputies Ignacio Hoces Iñíguez, José María Sánchez García, and Carlos Flores Juberías.

VOX’s proposal comes at a time of increasing international pressure on Venezuela due to its ties with organized crime networks and reports of human rights violations. It also reopens the debate on Cuba’s role as a strategic ally of chavismo and the effectiveness of European sanctions and democratic mechanisms against authoritarian regimes.
