Since September 15, the notification process has begun against Nicolás Maduro’s criminal enterprise in the United States District Court for the Southern District of Florida, Miami Division, filed by Matthew John Heath and Osman Imran Khan, Americans who accuse him of kidnapping, captivity, interrogation, torture with solitary confinement, and defamation.
The two Americans — the first a veteran of the Marine Corps and the second a Florida resident — reported to U.S. justice the terror they endured at the hands of the Venezuelan dictator when they were unfairly imprisoned for 752 and 259 days, respectively, and used as bargaining chips on October 1, 2022, when they were exchanged for Efraín Antonio Campo Flores and Franqui Francisco Flores de Freitas, nephews of Cilia Flores, better known as the “narcospobres,” convicted of drug trafficking.
In January 2025, the clerk of the aforementioned court issued 15 subpoenas directed at members of Nicolás Maduro’s criminal enterprise, which, if not addressed by the defendants, will lead to the issuance of a judgment in absentia.
Notifications to Nicolás Maduro’s Criminal Enterprise
The portal Global Legal Notices, a service specialized in legal document notification by publication, informs that on September 15, 2025, the notification by publication began in Venezuela to Nicolás Maduro and other members of his criminal enterprise, regarding the motion for default judgment that Matthew John Heath and others filed against him in the U.S. District Court for the Southern District of Florida – Miami Division.
Specifically, it mentions that there is a civil lawsuit for Default Judgment pending against him in the United States District Court, Southern District of Florida.
It adds that the Order and the complaint documents will be published for four consecutive weeks starting from September 15, 2025, and will continue until October 13, 2025. The case number is 1:25-cv-20040-JB.
