Hegseth spoke of “military reconstruction” and the alleged decrease in maritime drug trafficking, while Rubio highlighted the “transformation” of foreign policy under the slogan of putting America first. Neither directly addressed the Venezuelan case or the false cartel of Los Soles, even though this topic had been central to Trump’s previous rhetoric. The outcome was a scene of institutional rhetoric, crafted to project strength and cohesion without resulting in operational decisions. This meeting confirms that, beyond the repeated threats, the strategy continues to reside in discourse rather than concrete actions.
