President Donald J. Trump reiterated that the relationship with Venezuela is grounded in pressure and coercion. The cancellation of a “second wave of attacks” is thus framed as a direct result of a scheme of blackmail and extortion, while the presence of U.S. naval forces serves as a constant reminder of military pressure.
