My mother passed away on October 15, 1983, in San Sebastian, the capital of Guipúzcoa, one of the Basque provinces. Nearly 30 years have gone by, and surely, more than 35 since she last voted in an election in Venezuela. It’s likely that her final participation in Venezuelan democracy was in 1978, when Luis Herrera Campins won. Yet, my mother remains registered in the electoral rolls. I wonder then, how will my mother vote?
I understand that the electoral rolls are now digital.
