
For the past three years, she served as the executive vice president at Pequiven. Her last supervisor at the petrochemical company was Román Maniglia, who appointed her as the Superintendent of Internal Taxes at SENIAT in July. Heifred Jhoselin Segovia Marrero was appointed on August 10 as a member of the board of directors at Banco de Venezuela. Her bureaucratic career is closely tied to the rise of Pedro Rafael Tellechea: she was his finance director at Venalum, later serving as vice president of finance at Pequiven, and on January 9, 2023, she took the oath as vice president of finance at PDVSA, when Tellechea became president of the state oil company, replacing Asdrúbal Chávez.
Tellechea came from the petrochemical sector, having been president of Pequiven since August 2019, chosen to replace an official involved in a serious corruption case regarding the diversion of fertilizers. In March 2023, he replaced Tareck El Aissami as Minister of Oil, just as a corruption scandal was erupting at PDVSA. His management was criticized for being openly corrupt, with known mechanisms for defrauding and extorting contractors. In October 2024, Tellechea was detained in a scheme that involved more than 20 people from his circle. However, Segovia was not implicated and today serves as the executive vice president of Pequiven.
Her figure gained popularity after a viral video showed a woman in a PDVSA security uniform (industrial coverall) dancing in front of Hugo Chávez’s portrait. Although a verification report states that the woman in the video is not Segovia but an unrelated TikToker, the original account has been removed from the platform, making it impossible to verify definitively, and leaving her identity in question.
Weeks before her arrival at the bank, on July 10, she was named national superintendent of Internal Taxes at SENIAT by Román Maniglia, who was then leading both Banco de Venezuela and Pequiven, and later headed SENIAT. Being a board member of the main state bank implies participation in the highest administrative and financial instance of the institution.
A detailed review of the positions that Heifred Segovia has held since 2020 indicates her close professional relationship with Tellechea allowed her access to three high-level roles, including the top position achieved, which is the vice presidency of PDVSA.
Her exit from the oil company coincided with Tellechea’s, towards the end of 2024. She then returned to Pequiven and became the executive vice president of the Venezuelan petrochemical industry’s parent company. From this position, she supported engineer Mauricio Herrera, who held the presidency for a few months.
