The Venezuelan lawyer and former prosecutor Zair Mundaray has raised alarm over what he describes as a questionable judicial maneuver involving a Caracas Appeals Court specializing in terrorism. This court reportedly extended the effects of a definitive dismissal to Jacinto Antonio Convit Ríos, Patricia Gabriela Alejandra Ferrando Zilio, Gonzalo Andrés Eduardo Mendoza Guruceaga, and Marios Iliopoulos.
According to Mundaray and the documents he shared, this decision is dated August 5, 2026, and pertains to case 02CT-S-043-2023. It allegedly extinguished criminal action against the mentioned individuals and ordered the cessation of existing judicial measures against them.
The procedure originated from a dismissal previously granted to Ana Graciela Convit Guruceaga. Afterward, the court reportedly applied a so-called “extensive effect” to also benefit Convit Ríos, Ferrando Zilio, Mendoza Guruceaga, and Iliopoulos.
Mundaray challenges the legality of this procedure, asserting that the extensive effect was improperly used to close the case against individuals not originally benefitted. He also claims that the decision was added to the record after a recent earthquake in Venezuela, a situation he believes was exploited to make the action go unnoticed.
The former prosecutor further stated that this action was allegedly backed directly by the president of the Caracas Judicial Circuit and, based on information attributed to the Public Ministry, with the consent of Larry Devoe. These allegations are part of the public complaint made by Mundaray.
Among those benefitted is Jacinto Antonio Convit Ríos, brother of Francisco Convit, along with Greek shipping businessman Marios Iliopoulos, owner of Seajets. Iliopoulos has been internationally linked to the case of the tanker Brillante Virtuoso, which is involved in a fraud lawsuit in British courts.
In total, the judicial action mentioned by Mundaray involves five individuals: Ana Graciela Convit Guruceaga, Jacinto Antonio Convit Ríos, Patricia Gabriela Alejandra Ferrando Zilio, Gonzalo Andrés Eduardo Mendoza Guruceaga, and Marios Iliopoulos.
The alleged irregularities in the processing and the circumstances surrounding the decision relate to the claims made by Zair Mundaray.
