Thanks to the kind person who sent me the official crime report, created by the National Institute of Statistics (INE) of Venezuela, I can see that the author who wrote about it in El Nacional seems to have made a mistake with the indefinite numbers: the following table from the report (page 67) without a defined context shows that in 2009, there were 21,132 homicides in Venezuela.
